Bylaws of the KPD Israeli Club (aka KPD) as of January 7, 2009
The bylaws are intended to be an extension of the constitution with additional provisions, procedures, and regulations. The Bylaws only overrides those portions of the constitution where it is specifically mentioned in the constitution.
ARTICLE
I - Officers
a)
The inaugural set of officers shall serve until the end of the Spring
Term from the date they are elected. Thereafter, officer terms shall
be for at least one full year, Summer Term thru Spring Term. The term
of office shall generally run from the end of the Spring Term until
the end of the subsequent Spring Term. Elections shall be held at the
annual regular meeting in May, unless the President moves it forward
because an officer is graduating.
b)
The form, Student
Organization Annual Recognition Form,
shall be submitted to OCA by the new President before the first day
of the new fiscal year, July 1.
Duties
of the President :
a)
The President shall schedule all meetings, reserve rooms, and
broadcast all meetings, forums, workshops, and events of the
organization.
b)
The President shall
organize and officiate over all meetings. The President may appoint a
Parliamentarian to assist.
c)
The President shall
appoint/dismiss all Committee Chairpersons.
d)
The President, in
conjunction with the Treasurer is responsible for obtaining funding
from the University, from the Sponsor, and from other sources.
e)
The President shall find
a Drexel faculty member to fill the position of Faculty Advisor
should there be a vacancy.
f)
The President shall rule
on all issues not covered in the Constitution or in the Bylaws.
Duties
of the Vice President :
a) The Vice President shall fulfill the duties and responsibilities of the President in the event that the Vice President is temporarily unable to fulfill those commitments.
b) The Vice President shall write the minutes of every meeting of KPD. He/she shall email a copy of the minutes to the Club Sponsor shortly after each meeting. The minutes should be published on a private section of the KPD website. Any amendments made to either the constitution or Bylaws should also be shared with the sponsor.
c)
The Vice President shall
maintain a record of the attendance of every member for every meeting
of the Club. This record shall be made available to the executive
board and advisors through a private section of the website.
Duties
of the Treasurer :
(a) The Treasurer shall manage and be responsible for the resources of KPD, financial and otherwise.
b) The Treasurer shall handle all expenses of KPD activities and events
c) The Treasurer shall fulfill the duties and responsibilities of the Vice President in the event that the Vice President is temporarily unable to fulfill those commitments.
ARTICLE II – Membership
a)
Membership is defined in the Constitution and Bylaws as a full time
undergraduate who attends at least four KPD sponsored meetings and/or
events, including 1 Club meeting, 1 Hillel shabbat service, 1 JRA
Sunday food distribution, and 1 Israel event.
ARTICLE III – Elections
a)
Elections for executive
board may or may not be held by open ballot, depending on if any
voting members object to that. If one member objects to an open
ballot a closed ballot will take place.
b) All members who are present at the meeting in which the election is held may cast a vote. 50% + 1 of votes cast are needed to determine a winner. If there is not 50% + 1 of votes cast for a candidate, a run off of the top two candidates will be done. The executive board in office previous to the election may vote in the process. Anyone running for an officer position will not have a vote cast for the position they are running for.
c)
The faculty advisor will tabulate the votes to ensure a democratic
voting process. If the faculty advisor isn’t available or the
faculty advisor requests it, the past-President may assist in the
tabulation of the votes.
ARTICLE
IV – Attendance/Standards
a)
Executive board members are expected to attend 100% of all executive
board meetings, 90% of all regular non-executive board meetings, and
80% of scheduled KPD sponsored events.
b)
Executive board members are expected to be committed to the duties
and responsibilities of their elected position.
ARTICLE
V – Constitution/Bylaws Amendments
a)
A unanimous vote by executive board is required for approval of an
amendment to either the Constitution or Bylaws.
b) The current Constitution should be made available through the KPD website, viewable by both members and the general public.
c)
The current Bylaws should be made available through a private section
of the KPD website, viewable by members only.
d) Any article or section of the Bylaws may be overridden through a unanimous vote by executive board.
ARTICLE
VI - Israel
a)
KPD shall be an organization of advocacy, not activism, with regard
to Israel.
b) KPD
shall not hold protest rallies or support candidates for election.
